Property Tax Reduction
Professional, evidence-based appraisals to help you challenge county assessments and reduce your property tax burden.
When a property owner believes the Assessor's estimate of value is too high, an independent appraisal can provide written, defensible evidence to support a challenge. A property tax appeal appraisal from Vanguard Valuations is prepared to applicable professional standards and reflects the value definition and effective date that apply to the assessment under appeal, so the conclusion can be reviewed by the Assessor, the Assessment Appeals Board, or your representative. We do not promise a lower assessment or a reduced tax bill; we provide a well-supported opinion of value that helps you make an informed decision about whether to proceed.
A property tax appeal appraisal is an independent valuation prepared to contest the assessed value placed on a property by the county Assessor. The appraiser analyzes the property, the market, and recent comparable sales to form a supported opinion of value. That opinion is then presented as evidence to the body that hears the appeal — in San Diego County, the Assessment Appeals Board. The appraiser's role is to develop an objective, defensible value; the appraiser does not file the appeal, represent the owner, or decide whether the assessment is changed. Those are the owner's decisions, often made with the guidance of an attorney or tax representative.
A higher tax bill does not necessarily mean the property is overvalued. Tax bills are affected by tax rates, exemptions, assessment caps, special assessments, and other adjustments that vary by jurisdiction. Market value, assessed value, and taxable value are related but distinct concepts. Under California's Proposition 13, the Assessor establishes the assessed value based on the property's fair market value at the time of a change in ownership or completion of new construction, and limits annual increases to no more than 2% per year. The taxable value is the assessed value less any applicable exemptions. An appraisal addresses market value — or the specific value definition the appeal requires — it does not directly recalculate your tax bill, and a reduction in appraised value does not automatically produce a proportional tax savings without considering the applicable assessment calculation. We cannot calculate your potential savings without verifying the applicable formula for your property.
An appraisal may be useful when the assessed value appears to exceed the property's market value as of the relevant lien date, and when comparable market evidence supports a different conclusion. It may also help identify factual errors in the Assessor's property records — an incorrect lot size, living area, condition, or feature count that inflates the estimate. In other situations, a different type of evidence or a different dispute may be more appropriate. A market value appraisal does not resolve every kind of assessment issue: disputes involving exemption denials, classification changes, assessment equity among similar properties, or clerical errors may require different evidence or procedures. We can help you understand whether a market value appraisal is the right starting point for your situation.
California assessments are based on the property's value as of the January 1 lien date of the tax year. The appraisal must reflect that effective date and the value definition the appeal addresses — not necessarily today's market conditions. The intended use, intended users, effective date, and scope of the appraisal should be clarified before the assignment begins so the report meets the appeal's evidentiary requirements. We can address a historical effective date when the assessment year requires it. Please confirm the applicable value definition, assessment date, and submission requirements with the Assessor or your tax adviser before we begin.
To prepare an accurate valuation, it helps to gather the following where available. Not every assignment requires the same records; we can confirm what is needed for your case. For your security, please do not upload sensitive financial records through the general quote form — share those details directly with us once engaged.
In San Diego County, property owners who disagree with their assessed value can file an assessment appeal application with the Clerk of the Board of Supervisors. The regular filing period generally runs from July 2 through November 30. The exact deadline is set by the Clerk of the Board and may vary by year. There may also be a separate deadline for submitting evidence before a scheduled hearing. An informal review with the Assessor is available but does not extend the formal filing deadline. State law generally requires payment of taxes while an appeal is pending; failure to pay can affect the appeal. Because these deadlines are strict and may change, confirm the current filing deadline, evidence requirements, and payment obligations for your tax year through the San Diego County Clerk of the Board or the Assessor's office before ordering an appraisal.
The fee and timeline depend on the property type and complexity, the effective date required, the availability of comparable data, and whether an interior inspection is possible. We outline the expected scope and cost before you commit. Because appeal deadlines are statutory and do not depend on the appraisal schedule, we encourage you to confirm the filing deadline first and then discuss the timeline with us so the report can be ready when you need it. We cannot guarantee completion by a specific date without first confirming the scope and our availability. When weighing the cost of an appraisal against potential tax savings, consider that the appraisal conclusion may support the existing assessment or indicate a higher market value — not only a lower one. We do not offer contingency fees tied to a tax reduction, and the appraisal fee is earned regardless of the appeal's outcome.
An independent appraisal does not always conclude that the assessed value is too high. Depending on the market evidence, the appraiser may find that the assessment is supported or that the market value is higher than the assessed value. A report that confirms the assessment can still be valuable: it helps you make an informed decision about whether to proceed with the appeal or withdraw the application, and it may save the cost and effort of an unsuccessful hearing. The appraiser's obligation is to develop an objective, well-supported opinion — not to reach a predetermined result. We cannot tailor the conclusion to a desired tax outcome.

I’m Chris Bailey, the appraiser behind Vanguard Valuations. I provide independent real estate appraisals throughout San Diego County, helping clients understand what their property is worth and the market evidence supporting that conclusion.
I work with homeowners, attorneys, real estate professionals, investors, financial institutions, and other clients who need an independent opinion of property value. I provide appraisals for a wide range of needs, including trust and estate matters, probate, divorce, bankruptcy, tax appeals, and pre-listing decisions. Before beginning an assignment, I take time to understand your situation, so the appraisal serves its intended purpose.
My analysis looks beyond the basic property details. I study comparable sales, neighborhood conditions, property improvements, and the features that influence buyer demand. From single-family homes to historic residences and luxury estates, I consider what makes each property distinct and how those characteristics affect its value in the local market.
You work directly with me throughout the process. I personally inspect the property, conduct the research, develop the valuation, and prepare your report. That direct connection means consistent communication and answers from the person who completed your appraisal.
I approach every assignment with independence, attention to detail, and respect for your time. You can expect clear pricing, a realistic delivery schedule, and a well-supported report that explains my conclusions. My goal is to provide a credible valuation and the clarity you need to make informed decisions about your property.
